Country-Manager-in Haïti

​As a consequence of the unprecedented Haiti earthquake of 12 January 2010, NLRC has implemented both Relief and Recovery activities under coordination of the IFRC, in cooperation with RC Movement Partners, such as French and Canadian Red Cross.

NLRC is currently implementing the following long-term programmes: DRR and Livelihoods, prevention of HIV/Aids (which focuses also on reducing discrimination and stigmatization). A programme focusing on child and maternal health is currently being set up, and a new WASH programme funded by CanCross has just started.

The Netherlands Red Cross (NLRC) and Haitian Red Cross Society (HRCS) were partners also before the 2010 Earthquake and are now looking to set up a long-term partnership. Within this framework, NLRC seeks a Country Manager (CM) to, among other activities, facilitate the process of setting up this long-term partnership and support the long-term programmes set up between the NLRC and this Sister National Society.

The newly developed International Strategy of NLRC, ‘the New Way of Working’ stipulates that NLRC’s new focus is on two distinct types of partnership: A Programmatic and a Strategic Partnership. The latter will be set up with HRCS. The primary objective in a Strategic Partnership is sustainability of the Sister National Society. Specific focus is on supporting the Sister National Society in mobilizing resources domestically to independently cover core costs. Sustainable programme service delivery will also play a central role, contributing to safe and resilient communities. Finally, a Strategic Partnership engages both National Societies internal networks, from volunteers to paid staff at branch, district and headquarter level, including also Boards at all levels.

Furthermore, in its new Strategy, NLRC stipulates that it wishes to build upon the concept of community resilience introduced by the IFRC’s Strategy 2020 and will further shape an approach that can be used in programming community resilience. IFRC’s definition describes the following steps in resilience building: Respond, Anticipate, and Adapt. NLRC elaborates on this and adds a fourth step to the process of becoming a resilient community, which is Transformation. A safe and resilient community experiences growth from a capacity to respond, to a capacity to transform.

Finally, NLRC focuses on the development of expertise within niche areas in the disaster management cycle. These areas are Health, WASH, Livelihoods, Disaster Risk Reduction and Capacity development. The area of Climate Change Adaptation will be streamlined throughout our programmes and activities.

The International Assistance Department is looking for a Country Manager (CM) who will be based in Port-au-Prince, Haiti. The position is 100% (40 hrs/wk), 12 months with possible extension, unaccompanied. Reports to the Regional Programme Coordinator at The Hague. Starting date: As soon as possible.

Summary Statement of Responsibilities
The purpose of this position is to represent NLRC in Haiti, manage the establishment of the new partnership and to provide programme support to the HRCS for the design and delivery of high-quality interventions.

Specific responsabilities:

• to strengthen the institutional ties between the HRCS and NLRC;
• to manage expatriate programme delegates
• to initiate and support programme development of interventions in Haiti. To this end:
- the CM, together with HRCS, will make a programmatic analysis based on HRCS’s strategy and annual plan to help NLRC identify areas in which NLRC can provide support.
- the CM will look for cooperation possibilities with other (Movement) Partners whose expertise and experience complements ours, with the ultimate aim to ensure that interventions in communities truly serve the highest needs in communities and support the building of safe and resilient communities.
- The CM will support the regular monitoring and review of the joint milestones as defined within this Partnership, using tools as agreed upon in the Partnership Agreement, such as the Branch Organisational Capacity Assessment (BOCA) tool or the Measurable Partnership Chart.
- The CM will define the needs and possibilities to bring in own expertise in favour of the partnership.
• to deliver input for the annual planning, budgeting and programming of NLRC’s International Assistance Department regarding the NLRC-HRCS partnership;
• to support, upon request of the sister National Societies, the transfer of capacities to the sister National Society of staff and volunteers through training, coaching, workshops among others;
• to participate -upon request- in the RC’s humanitarian response in case of a disaster (natural or man-made);
• to guide NLRC’s OD support to HRCS. NLRC will support the HRCS and the IFRC to lead coordination with its partners of the Movement. This also includes facilitating the process of coming to formal agreements with other partners on who takes what role and responsibility in Haiti.
• to explore local and international funding opportunities jointly with HRCS and draft a funding scheme for the coming years.
• to make sure the Partnership Agreement with HRCS will be signed.
• to facilitate the HRCS to build up relationships with organisations and institutions present in Haiti, such as DevCo, the Worldbank, ECHO, to  increase its capacity to work together with them, or apply for funding independently.

Programme Management
• to support an effective, qualitative and efficient programme implementation of programmes supported by NLRC;
• to ensure the project and programme design and implementation is done in line with the NLRC and HRCS policy/strategy;
• to review quarterly narrative and financial reports from HRCS before their submission to NLRC HQ, and –upon request—provide technical assistance in the drafting of the reports to HRCS.
• to assume overall responsibility for the NLRC Programme budget in Haiti and for the overall control on the financial administration of the NLRC funded activities, including regularly checking of bank reconciliations;
• To manage the inventory and proper maintenance of equipment and assets;
• to provide NLRC HQ with Progress Reports based on reports provided by HRCS;
• to perform regular financial monitoring throughout the implementation of the programs;
• to conduct monitoring visits and/or internal evaluations, when requested or necessary;

• to represent NLRC in relevant fora, meetings, conferences, workshops when and where required;
• to facilitate and maintain effective working relationships with representatives of the embassy in the Dominican Republic and the consulate in Haiti, donor community, international agencies and the UN

Required qualifications
• University (Masters) Degree or advanced degree;
• Proven experience in setting up partnerships and working with partners at national and sub-national levels preferably within the Red Cross Movement
• Experience with strategy development, strategic planning and its translation into concrete action
• Proven experience with management of staff and delegates
• Proven experience in longer-term programme design and management and its relevant tools (such as the Logical Framework Approach e.a.)
• Demonstrated orientation on results, process, and people.
• Excellent communication skills with strong interpersonal and coaching skills
• High level of patience as well as cultural sensitivity;
• Fluency in written and spoken French and English;
• Understanding of and commitment to NLRC mission, values and programming approaches.
