Organizational Context

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Zone Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Ethiopia, Sudan, Republic of South Sudan, Chad, Central Africa Republic, Guinea, Sierra Leone, Niger, Nigeria, Somalia and Zimbabwe. An outbreak of Ebola virus disease was first confirmed in Guinea in March 2014. Due to daily trans-border crossings of individuals, the disease then spread to neighboring Sierra Leone and Liberia. The current Ebola virus disease outbreak in West Africa is unprecedented in terms of the number of cases, deaths and geographical spread. The number of cases is increasing exponentially in the three countries at the heart of the outbreak: Guinea, Liberia and Sierra Leone. There are suspected cases in several other countries, as well as a confirmed spread to Mali, Nigeria, Senegal, Spain and the United States. The response to date has resulted in six emergency appeals in affected countries (Guinea, Liberia, Sierra Leone, Nigeria and Senegal and a regional coordination and preparedness appeal).


Job Purpose

The Finance delegate  will support and work with the IFRC Ebola Operation team and the country representation to manage the financial component of the operation and to some extent of the representation, in conformity with the International Federation procedures and practices.


Job Duties and Responsibilities

• Ensure compliance with financial procedures of the Federation, including the establishment and maintenance of internal control systems.
• Ensure the availability of cash and operational funds, in accordance with the operation's approved budget and by taking into account the Appeal response coverage.
• Verify the completeness and consistency of accounting documents of all transactions made by the LRCs/IFRC teams.
• Ensure the safety of funds raised by IFRC and manage relationships with banks and the Finance Department of the Regional Representation.
• Provide technical support LRCs/IFRC teams in the field and at Headquarters, from preparation to completion of the request for operating funds (cash request field).
• Prepare, submit and track in collaboration approved requests for fund transfer prepared based on in-country.
• Check all expenditures made in the Appeal to ensure that they were approved by the budget holder.
• Ensure the existence of an approved, availability of sufficient funds in the budget line to carry out any activity(ies) planned and existence of valid supporting justifications documents.
• Support in the Appeal budget revision  and entry of  budgetary information in the financial system of the Federation.
• Work closely with LRCs to ensure work advance is accounted for  as soon as the funds are utilised and the balances are well reconciled at every month end.
• Review and validate the finance section of funding proposals to ensure that it includes all the associated costs and therefore the IFRC is fully recovering all the costs.
• Monitor the level of implementation of the budgets and provide feedback to the management team.
• Train, support and advise LRCs/IFRC teams on Federation financial procedures finances.
• Verify and validate financial reporting submitted by the LRCs/IFRC teams in compliance with the Federation as well as donors requirements.
• Booking of all transactions related to  Ebola operations in Coda software taking into account correct account codes and expenditure description.



Postgraduate degree level (MSc) in Finance relevant subject



Experience of managing and coaching teams in multi-faceted projects
Experience of working with a Red Cross National Society
Experience of designing, implementing programmes and monitoring programmes.
Experience in preparing project proposals including budgeting and writing narrative and financial reports
Experience in providing technical support to community-based health in emergency operation
Experience of working with local governments and within an NGO context
Experience of managing and coaching teams in multi-faceted projects
