Context
The Partners for Resilience (PfR) is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR consist of the NLRC, CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. The alliance partners accompany their local partner institutions in the implementation of the programme. The alliance is managed by a Steering Group (SG) and a Programme Working Group (PWG); composed of representatives of the alliance members. The SG tracks progress and takes major decisions on overall PfR strategy, partnership and budgetary issues, while the PWG is responsible for overall coordination and implementation of the programme, provision of guidance to country programmes and formulating recommendations for SG on overall strategy, outcomes and resources changes.
Founded in 2009, the PfR developed the five year programme “Climate-proof Disaster Risk Reduction” that aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The PfR will implement the programme in the period 1 January 2011 to 31 December 2015. The NLRC is lead applicant and contract-holder for the programme vis-à-vis its key donor, the Netherlands Ministry of Foreign Affairs under its MFS-II grant facility.

Purpose of the position
The position includes two equal tasks: 1) PfR programme coördinator Indonesia and Philippines, and 2) Country Programme Manager of NLRC in the Philippines.
1) PfR programme coördinator Indonesia and Philippines (50%)
The PfR programme coordinator is responsible for the overall implementation and coordination of the PfR programme in South-East Asia (SEA). 50% of the fulltime (40 hour) workweek is allocated to this task, of which it is estimated that 25% will be spent on coordination of PfR in Indonesia and 25% on coordination of PfR in the Philippines.
2) Country Programme Manager Philippines (50%)
For 50% of the fulltime (40 hour) workweek, the Country Programme Manager is responsible for the overall management of NLRC programmes in the Philippines, including the raising of new funds. The CPM represents the NLRC in the Philippines.
 
Position in the organisation
The PfR programme coordinator & CPM reports in line to the Regional Programme Coordinator of the Asia Desk in The Hague (RPC). He/she is representing the NLRC in the Philippines for matters that concern the PfR programme and other (future) programmes.  The PfR programme coordinator & CPM informs the RPC of the Asia Desk on relations with PRC and other Movement partners, general contextual developments in the country, as well as the security situation. The RPC will conduct an annual performance appraisal, discuss the personal development plan, approve MSA sheets & leave records, etc.
The PfR programme coordinator & CPM will closely coordinate and collaborate with the CTNL, NLRC technical advisors, based in The Hague, in particular in the field of DRR, Planning, Monitoring and Evaluation, Capacity Building and Partnerships as well as from the Legal, Financial Control and Administration departments in NLRC HQ.
In Indonesia, the relationship with the Indonesian Red Cross Society is managed by the NLRC Country Representative, with whom the PfR programme coordinator maintains close contact (for information and consultation purposes where necessary).

Responsibilities/ Key Tasks
PfR programme coordinator Philippines (25%) and Indonesia (25%)
- Coordinate overall programme implementation and guide the alliance partners and their implementing partners towards coherent programme implementation;
- Provide timely and appropriate reporting to CTNL on the programme status, achievements, challenges, budgets and expenditures;
- Manage two Sr Linking & Learning Officers (one based in NTT and one in Jakarta, both Indonesia);
- Compile, based on inputs of the alliance partners, annual plans and reports, and other reports as required by the CTNL or the overall PfR coordinator;
- Ensuring appropriate coordination and effective liaison with alliance partners, implementing partners and donor agencies;
- Effectively overseeing, developing and managing the relations of the alliance with external stakeholders such as the government- and private sector, other NGOs and knowledge institutes;
- Ensuring that all partners apply the internal and external communication strategy and guidelines on visibility;
- Coordinate with the CTNL and the alliance partners to evaluate programme and staff capacities and the quality of services delivered;
- Organise and coordinate mid-term and final evaluations and audits;
- Formulate and manage contracts and working agreements between the NLRC and the alliance partners in accordance with the overall MFS II programme requirements.
 
 Country Programme Manager Philippines – 50%
 Prepares and organises the structure and systems for monitoring, evaluation and measuring the impact of PRC organised activities that are part of the NLRC funded Programme; does this in close cooperation with the M&E Advisor of the NLRC in The Hague.
 Manages NLRC (inter)nationally recruited staff responsible in assisting PRC Divisions, and Chapters with the preparation of project documents such as project proposals, project agreements, Memorandums of Understanding, etc.
 Is overall responsible for the regular NLRC Programme budget at NLRC and PRC and for the overall control on the financial administration of the NLRC funded activities.
 Is overall responsible for timely and correct financial and narrative reporting to NLRC NHQ in The Hague on the progress of the implementation of the NLRC Programme.
 Delivers input to NLRC NHQ in The Hague for a strategic annual plan and programming regarding the NLRC-PRC partnership. The input for the strategic annual plans and programmes will be submitted to NLRC NHQ in June of each year for the following year.
 Organises missions for the NLRC, other National Societies and external consultants upon request and drafts the terms of references for these missions.
 Advises and assists PRC senior management and Divisions in planning and implementation of their programmes and projects.
 Represents the NLRC where relevant in coordination meetings with other partners supporting PRC such as Federation, ICRC and National Societies (mainly but not exclusively German RC, Spanish RC, Australian RC).
 Follows up on donor contacts in the region, such as the Netherlands Embassy, ECHO and DIPECHO, DevCo, etc.
 Supervises NLRC office management, including follow up of provision of legal presence of NLRC representatives in the Philippines.

Requirements
Profile of the PfR programme coordinator/CPM:
- Master degree in Social Science or other relevant field;
- Experience in the area of capacity building and development of non-governmental organisations, preferably of Red Cross and Red Crescent Societies;
- Experience in working at managerial level in an international organisation;
- Minimum of seven years experience in programme management in developing countries, including programme identification, formulation, management, implementation, monitoring and evaluation, preferably within the Red Cross Red Crescent Movement;
- Experience in participatory planning and review techniques;
- Experience in providing training and facilitating workshops on capacity building themes;
- Excellent narrative and financial reporting and proposal writing skills;
- Working experience in Asia is preferred, as is knowledge on the political, economic and socio-cultural climate of Asia, specifically Philippines;
- Able to adhere to policy and procedures of the NLRC whilst effectively managing programmes and people in order to best support and facilitate PRC;
- Able to make sound judgements and decisions;
- Fluent in spoken and written English; command of Tagalog is an advantage.
- Capable to deal with complex partnerships;
- Proven experience of large-scale programme management including narrative and financial reporting, financial management, budget preparation control;
- Relevant experience in developing and managing DRR/CCA/EMR programmes in Asia;
- Strong capacity building, communication and facilitation skills;
- Strong interpersonal skills;
- Practical knowledge of computer Skills (Microsoft Office, Winpaccs, graphical programmes).
