Civil Unrest in Ukraine: assisting the affected population

This is a revised Emergency Appeal to increase the target number of beneficiaries from 16,000 to 107,750 people (approximately 30,786 households) for the next 12 months and is aiming at supporting the IDPs in urban and rural areas. Since March 2014, more than 1.2 million people have moved away from Luhansk and Donetsk regions to safer areas within Ukraine, 19,000 people moved out of Crimea and over 800,000 Ukrainians fled abroad, mainly into neighbouring Russia, Belarus and other countries. Most of the internally displaced people from eastern Ukraine are currently located within Donetsk and Luhansk regions or the neighbouring regions of Kharkiv, Dnipropetrovsk and Zaporizhia. The humanitarian community estimates that 5 million people affected by the conflict are in need of humanitarian aid across Ukraine. The appeal aims at supporting the Internally Displaced Persons (IDPs) in the following regions (Oblasts): Kharkiv, Dnipropetrovsk, Zaporizhia, Kyiv City, and other regions of the country, including Luhansk, Donetsk (government controlled areas)


Vulnerability is identified via the poverty headcount, as well as the challenges related to displacement, reduced access to state support and social services, gender inequality, and mobility concerns for the infirm, elderly and those with disabilities. The main components and activities have been organized around the following sectors: health and care, water, sanitation and hygiene promotion, shelter and settlements, food security and nutrition and National Society capacity building.


The Ukrainian RC`s response will be targeting IDPs, focusing on specific groups that must be prioritized, including single-headed households, women, those with special needs (including physical and psychological war trauma), the elderly (particularly those left alone for the care of their grandchildren). Out of the total number covered by the IFRC Secretariat`s Revised Emergency Appeal, up to 20 per cent of all beneficiaries (approx. 20,000 to 25,000 people) are to be targeted in other regions of Ukraine including the government controlled areas of Luhansk and Donetsk regions.
