I have fled from Ukraine and I am seeking shelter in the Netherlands

If you have come to the Netherlands because of the war in Ukraine, then you can choose between living at an emergency location and living in a host’s home. RefugeeHomeNL is a Dutch government initiative that offers safe refuge in a Dutch person’s own home. How does it work, and how do you apply?

Emergency shelter or homestay?

At this moment Ukrainian refugees are being offered temporary accommodation in the Netherlands in hotels, holiday parks, and apartments/studios. If you choose this ordinary method, you stay with other Ukrainians at a large-scale shelter location – in other words, you join a Ukrainian community abroad.

If you choose a homestay, you live in the private home of a Dutch family. They can help you to organize your day-to-day life as well as possible. They can also help you get used to living in the Netherlands, and you can benefit from their network – for instance, to find schools, clubs or societies.

RefugeeHomeNL: your safe homestay in the Netherlands

RefugeeHomeNL is a Dutch government initiative to provide safe homes for refugees from Ukraine via host families. Leading NGO partners (the Netherlands Red Cross, the Dutch Council for Refugees, the Salvation Army and Takecarebnb) are working together to provide safe shelter in the Netherlands.

Through RefugeeHomeNL you can stay in a homely environment in a Dutch household for three months. If you and your host would like to continue, you can prolong your stay at the same household, or at another.

RefugeeHomeNL screens all participating hosts. In addition to an assessment interview, all hosts must provide an official certificate of good conduct. Only those who offer refugees a private space, such as their own room, are eligible for RefugeeHomeNL.

Signing up

You can sign up if you are a Ukrainian national or a third-country Ukrainian national in possession of a Ukrainian visa. You never lose your right to access to a regular refuge, so you can always change your mind and return to a regular refuge if you want.

1. You sign up for your homestay

2. Meet and match

3. Do you both agree on the match? Then (and only then) your homestay in the Netherlands can begin

Support during your homestay

The Netherlands Red Cross and the Dutch Council for Refugees will support you with information during your stay. You can contact the Red Cross WhatsApp Helpline and You can also visit local office hours of the Dutch Council for Refugees.

If additional and professional help is needed, the Salvation Army will provide this, in collaboration with partners.


If after three months you and your host both want to continue the arrangement, then your homestay can be extended. If for any reason you or your host decide you want to stop earlier, the Dutch government will always find alternative shelter with another host family or regular refuge in the same municipality or nearby.
