Why?
Currently, many predictable extreme events result in disasters and suffering, much of which could have been avoided if action had been taken to prepare for disaster. However, efective risk reduction measures are not always in place, due to economic, political, or other reasons. Moreover, even with the best risk reduction measures not all risks can be eliminated as sometimes extreme events surpass anticipated levels. Therefore, in addition to the promotion of effective risk reduction and resilience measures, there is a constant need to have sufficient capacity in-country to respond to disasters.
